Report: Insurers Lost About $2.3B on Workers' Compensation in 2011

Insurers that provide workers' compensation coverage in California lost about $2.3 billion last year, according to a report by the Workers' Compensation Insurance Rating Bureau, the Sacramento Bee's "Capitol Alert" reports.

Details of Report

The report found that insurers that provide workers' compensation coverage for most California employers collected about $10.4 billion in premiums in 2011.

However, the insurers paid out $7.7 billion for health care services and support benefits and had expenses of $5 billion last year, according to the report.

The losses on workers' compensation plans in 2011 were greater than those experienced by insurers in 2010.

The report does not include data from large private and public employers who often self-insure for job-related injuries.

Implications

According to "Capitol Alert," the report could bolster efforts by insurers to increase premiums on workers' compensation plans.

Insurers and other stakeholders are seeking to alter reforms made eight years ago to California's workers' compensation system, "Capitol Alert" reports?(Walters, "Capitol Alert," Sacramento Bee, 6/26).

Details of Reforms

In 2004, then-Gov. Arnold Schwarzenegger (R)?convinced lawmakers to make several cost-cutting changes to the workers' compensation system. Schwarzenegger's administration subsequently adopted additional administrative rules.

The changes have reduced employer costs, but other stakeholders have criticized the changes.

They argue that, under the changes:

  • Disabled workers are not receiving adequate compensation;
  • Health care is too tightly controlled; and
  • Insurers are losing money on workers' compensation policies (California Healthline, 3/29).

HOLLYWOODKaty Perry couldn't have picked a better way to bring her Teenage Dream era to a close. The pop star shut down Hollywood Boulevard for the premiere of her much-anticipated 3-D documentary "Part of Me."

She hit the pink carpet at the famed Grauman's Chinese Theatre looking old Hollywood glam in a strapless red velvet dress complete with purple hair. After hitting the carpet — alongside Selena Gomez, Carly Rae Jepsen and Victoria Justice — Perry wowed thousands of her KatyCats, giving them a special concert.

The 3-D film is a diary of the past year for Perry, who has experienced many highs but also some very personal lows, most notably her split from ex-husband Russell Brand.

MTV News caught up with Perry on the pink carpet, where she said that even though this movie reveals many difficult moments, she didn't necessarily find that it helped her cope with the situation. But she hopes it acts as an inspiration to her fans.

"I wouldn't say it's so therapeutic, because the movie is so well-rounded with so many different things," Perry said. "I guess some of it is just hopefully an inspiration for people. When they see it, they are like, 'Oh, yeah, she goes through some sh-- too. I can't dodge life's curve balls if Katy Perry can't dodge life's curve balls.' "

Perry hit the stage by busting out of a giant popcorn tub wearing a film-reel bustier, which she paired with a red-and-white skirt. Perry re-created her California Dreams Tour, playing all her hit songs including "Last Friday Night (T.G.I.F.)" and "Firework" before fans were treated to the world premiere of "Part of Me," which hits theaters July 5.

Top predators key to extinctions as planet warms

ScienceDaily (June 21, 2012) ? Global warming may cause more extinctions than predicted if scientists fail to account for interactions among species in their models, Yale and UConn researchers argue in Science.

"Currently, most models predicting the effects of climate change treat species separately and focus only on climatic and environmental drivers," said Phoebe Zarnetske, the study's primary author and a postdoctoral fellow at the Yale School of Forestry & Environmental Studies. "But we know that species don't exist in a vacuum. They interact with each other in ways that deeply affect their viability."

Zarnetske said the complexity of "species interaction networks" discourages their inclusion in models predicting the effects of climate change. Using the single-species, or "climate envelope," approach, researchers have predicted that 15 percent to 37 percent of species will be faced with extinction by 2050.

But research has shown that top consumers -- predators and herbivores -- have an especially strong effect on many other species. In a warming world, these species are "biotic multipliers," increasing the extinction risk and altering the ranges of many other species in the food web.

"Climate change is likely to have strong effects on top consumers. As a result, these effects can ripple through an entire food web, multiplying extinction risks along the way," said Dave Skelly, a co-author of the study and professor of ecology at Yale.

The paper argues that focusing on these biotic multipliers and their interactions with other species is a promising way to improve predictions of the effects of climate change, and recent studies support this idea. On Isle Royale, an island in Lake Superior, rising winter temperatures and a disease outbreak caused wolf populations to decline and the number of moose to surge, leading to a decline in balsam fir trees. Studies in the rocky intertidal of the North American Pacific Coast show that higher temperatures altered the ranges of mussel species and their interaction with sea stars, their top predators, resulting in lower species diversity. And in Arctic Greenland, studies show that without caribou and muskoxen as top herbivores, higher temperatures can lead to decreased diversity in tundra plants and, in turn, affect many other species dependent on them.

"Species interactions are necessary for life on Earth. We rely on fisheries, timber, agriculture, medicine and a variety of other ecosystem services that result from intact species interactions," said Zarnetske. "Humans have already altered these important species interactions, and climate change is predicted to alter them further. Incorporating these interactions into models is crucial to informed management decisions that protect biodiversity and the services it provides."

Multispecies models with species interactions, according to the paper, would enable tracking of the biotic multipliers by following how changes in the abundance of target species, such as top consumers, alter the composition of communities of species. But there needs to be more data.

"Collecting this type of high-resolution biodiversity data will not be easy. However, insights from such data could provide us with the ability to predict and thus avoid some of the negative effects of climate change on biodiversity," said Mark Urban, a co-author and an assistant professor in the Department of Ecology and Evolutionary Biology at the University of Connecticut.

The paper? was supported by the National Science Foundation and the Yale Climate and Energy Institute.

US calls for broader international sanctions on Syria

Stepped up diplomatic activity may further antagonize Russia and China, who issued a statement on Wednesday opposing any outside efforts to promote regime change in Syria.

A group of 60 countries led by the United States called for stronger sanctions against the regime of Syrian President Bashar al-Assad Wednesday, on the eve of a meeting in Istanbul where the Friends of Syria group will consider means of precipitating Mr. Assad?s departure from power.

The flurry of diplomatic activity comes in what US Treasury Secretary Timothy Geithner described at Wednesday?s meeting in Washington as ?the shadow of a massacre? after last month?s killings of more than 100 civilians in the city of Houla.

But the calls for a tightening squeeze on Assad also continue to hit the by-now familiar wall of resistance from Russia and China, which oppose additional measures against the Syrian regime. The two powers issued a statement Wednesday rejecting any outside efforts to promote regime change in Syria.

At the Washington meeting of the Friends of the Syrian People International Working Group on Sanctions, Secretary Geithner called on countries that have not yet imposed sanctions on Syria to do so, and he promoted stepped-up coordination of national sanctions as a means of tightening the noose on Assad.

Geithner also laid out on the table the eventual adoption by the United Nations Security Council of measures authorizing the use of international force in Syria ? as recommended, Geithner noted, by the Arab League last weekend. But that step appears quite unlikely, given that both Russia and China hold veto power over Security Council action.

The Washington meeting seems likely to have further antagonized Russia in particular, even as the Istanbul meeting is expected to explore ways to enlist Russia?s assistance in encouraging a political transition in Syria.

Arriving in Istanbul Wednesday, Secretary of State Hillary Rodham Clinton said the countries meeting Thursday would consider ways to pressure Assad to ?allow the transition to a democratic Syria to begin.?

In a statement issued after its meeting, the sanctions group called on countries to ?harmonize national and regional sanctions regimes? by imposing an asset freeze on senior Syrian regime officials, and an asset freeze on the Central Bank of Syria and the Commercial Bank of Syria ?to ensure their isolation from the international financial system.?? The group also called for an embargo on Syrian petroleum products and a ban on insurance for shipments of Syrian petroleum products.

A senior Treasury official speaking after the meeting declined to speculate on the immediate impact it would have in terms of ratcheting up pressure on Assad, but he said that the number of countries attending suggested a growing interest in international action on Syria.

The meeting indicated an ?increasing recognition of the role well-designed sanctions can play in a conflict like this,? he said.

The group also called on all members of the international community to adopt an embargo on the supply of arms to the Syrian regime ? a measure that seemed pointed at Russia in particular.

Last week, the group Human Rights First reported the arrival in Syria of a Russian ship laden with arms, including heavy weapons. At the United Nations, the US ambassador to the UN, Susan Rice, called Russia?s continued arming of the Assad regime ?reprehensible.?

Police: Indiana couple killed while kids listen

(AP) ? A convicted murderer freed from prison two years ago gunned down his brother during an argument outside his brother's northwest Indiana home early Saturday, then chased his sister-in-law inside and killed her while her terrified children listened, authorities said.

Steven Clippenger, 41, of South Bend, apparently killed Matthew and Lisa Clippenger after he became angry when Matthew confiscated his handgun hours earlier at the home, James Taylor, a St. Joseph County Metro Homicide investigator, said in an affidavit. He got another handgun from an acquaintance, Jenifer Leveque, returned to his brother's home and killed the couple before fleeing with Leveque in a pickup truck, Taylor said. They were arrested a short time later driving away from Steven Clippenger's home.

Steven Clippenger is charged with two counts of murder as well as a weapons charge in the slayings. Leveque, 40, is charged with assisting a criminal and giving a handgun to a felon, the St. Joseph County Prosecutor's Office said. Clippenger was being held without bond, and Leveque's bond was set at $60,000. It wasn't immediately clear if either had an attorney.

Steven Clippenger was paroled in 2010 after serving 20 years in prison for murder, so when he showed up Friday night at his brother's house with a revolver, Matthew Clippenger confiscated it, angering the ex-con, who returned later with the other gun, Taylor said.

The brothers met in the garage of the home, and the daughter of the slain couple "heard a number of gunshots ring out. Their mother ... opened the door to the garage and began screaming" before going into the garage, where the daughter saw Steven Clippenger point the gun, Taylor said. The girl ran to her brother's bedroom and woke him up.

"The son of Lisa and Matthew Clippenger then opened the bedroom door and saw their mother fleeing down the hallway while Steven Clippenger was chasing her. The children then hear a number of gunshots. They then call 911," Taylor said in the affidavit.

Matthew Clippenger was found on his driveway, and his wife in the hallway, Taylor said.

Neighbors told the investigator they heard shots ring out, looked out a window and saw Steven Clippenger standing over Matthew Clippenger's body and shoot him. They neighbors then saw the gunman enter the home, heard more gunshots, then saw him leave the home and jump into a truck driven by Leveque that sped away with its lights off.

Officers found Steven Clippenger, Leveque and another woman in the car pulling away from his home. There were multiple handguns in the car, they said.

The second woman told officers that when Clippenger and Leveque returned to the home, "they told her to pack up her things and they were fleeing to Georgia," Taylor said.

Authorities didn't provide ages for the slain couple or their children.

Health Reform Talk: Health Insurance Premium Tax Credit Guidance ...

In regulations to be published in the May 23 Federal Register, the Internal Revenue Service provides guidance for individuals who enroll in qualified health plans through American Health Benefit Exchanges and claim the health insurance premium tax credit and for affordable insurance Exchanges that provide qualified health plans to individuals and employers. The regulations are effective on May 23, 2012, and apply to tax years ending after Dec. 31, 2013. These final regulations clarify the proposed regulations issued on Aug. 17, 2011.

Beginning in 2014, under the Patient Protection and Affordable Care Act, individuals and small businesses will be able to purchase private health insurance through state-based competitive marketplaces called American Health Benefit Exchanges. Exchanges are intended to offer competition and choice. Insurance companies will compete for business on a level playing field, driving down costs. Consumers will have a choice of health plans to fit their needs and Exchanges will give individuals and small businesses the same purchasing power as big businesses.

The ACA allows a refundable premium tax credit to help individuals and families afford health insurance coverage by reducing a taxpayer's out-of-pocket premiumfor a?qualified health plan.
To be eligible for a premium tax credit, an individual must be an applicable taxpayer defined as a taxpayer:

1. with household income for the taxable year between 100% and 400% of the federal poverty line (FPL) for the taxpayer's family size;

2. who may not be claimed as a dependent by another taxpayer; and

3. who files a joint return if married.

Among other issues, these flatest inal regulations clarify the definition of family and household income. Household income does not include the modified adjusted gross income of a family member who is required to file a tax return solely to report tax imposed under code sections other than Code Sec. 1 (federal income tax on taxable income), such as the early distribution penalty under Code Sec. 72(q) or self-employment tax under Code Sec. 1401. However, modified adjusted gross income does include Social Security benefits not included in gross income under Code Sec. 86 as required by The 3 Percent Withholding Repeal and Job Creation Act (P.L. 112-56).

In addition, the final regulations clarify that the higher federal poverty line applies if married taxpayers reside in separate states with different federal poverty guidelines, or if a taxpayer resides in states with different federal poverty lines during the year.

If an individual fails to complete the requirements for benefits under a government-sponsored program by the last day of the third full calendar month following the eligibility event, that individual will be eligible for coverage on the first day of the fourth calendar month, the final regulations state. The three-month time period does not include the time needed for a government agency to process an application. The IRS expects to publish additional guidance clarifying when or if an individual becomes ?eligible for government-sponsored minimum essential coverage? (such as Medicaid) when the eligibility for that coverage is due to a particular illness or condition, for example, blindness or disability.

If, after an individual enrolls in a qualified health plan, new or different employer-sponsored coverage becomes available, the individual must notify the exchange and get a new determination to extend the affordability safe harbor. The affordability safe harbor applies only until available employer-sponsored coverage changes and the employee affirmatively provides information allowing an exchange to determine that employer-sponsored coverage is unaffordable. The final regulations also clarify that an employee is not eligible for coverage under the employer?s plan during a waiting period.

An employee is not enrolled in an eligible employer-sponsored plan if: (1) the employee is automatically enrolled in the plan, and (2) terminates the coverage before a specified date. Thus, an individual who is automatically enrolled in a plan that is unaffordable or that does not provide minimum value and who terminates that coverage by the specified date will not be treated as eligible for minimum essential coverage under the employer-sponsored plan for the period during which the individual was automatically enrolled. Accordingly, the individual will not be precluded by the automatic enrollment from inclusion in the taxpayer?s coverage family for computing the premium tax credit for that period.

The applicable benchmark plan for family coverage is the plan that applies to the members of the taxpayer?s coverage family. The final regulations clarify that the coverage family includes only those members of the taxpayer?s family who are not eligible for other minimum essential coverage and enroll in a qualified health plan.

Comments on the final regulations will be accepted until August 22.

Gopher Genealogy: Family Search Center and Microfilms and Fiche

Today I decided to work some more on the four microfilms that I have on loan at our Family Search (History) Center. As I arrived and departed it was trying hard to snow. One day it is spring and the next we shift back into winter weather. Tonight the white stuff is falling fast and furious. I am glad I made the trip out today, as when it snows I just stay home and enjoy the scenery until it melts away. The flowers are popping out in the flowerbeds and the trees are ready to blossom.?Before April showers that bring the?May flowers, we usually have March madness?of weather conditions.

Working with microfilms is a challenge for me, as I tend to get motion sickness when reading them. It is important that I pace how fast I wind the film and not look at the movement any more than necessary. At my side is a package of mints to help quell the sensation that develops. While so many records are being digitized there are many more that may never be digitized. Familysearch must honor copyright laws in this process and sometimes that means only an index or a collection is available, or neither in digitized format.

With the recent price increase I decided it was time to order the microfilms and fiche that were on my Research List. The new online ordering process is user friendly and keeps one informed as to the progress of delivery.?The familysearch catalog is still a very important tool in determining what records are available on microfilms or fiche, but first check the digitized collections for the records. In checking my list of films I found that three of them are now in the digitized collection. It was much nicer to use them online, in the comfort of my own home and without the motion sickness.?

As you might guess, I have ancestors who lived in Ogle County in this time period. There is of course a puzzle to be solved about an ancestor who married and lived here prior to moving to Kansas. He died in the Civil War in Little Rock, Arkansas, and I have been unable to link him to his parents. Recently someone connected him to possible parents, but I do not feel?that is correct. There are clues to be found that hopefully can help me to find the correct parents.

The people who I found records for are Samuel Reed the Civil War ancestor who was born in Pennsylvania, Daniel Shuey his father in law, and others with the surnames of Reed, Shuey and Straw or Stroh his wife's second husband's surname.

So far I found no known ancestors in the microfilm on the Cemetery Inscriptions for Ogle County.
In the grantor index there are thirteen deeds related to the Reed surname and three?for?Daniel?Shuey.
In the grantee index there are many deeds for Stroh, Straw, Read, Reed, Reid and two for Daniel Shuey.

Daniel Shuey born in about 1797 in West Hanover, Pennsylvania died in Brookville, Ogle County in about 1862. The deeds for him as the grantor are dated April 4, 1855, August 10, 1855 and May 6, 1856. The deeds for him as grantee are dated June 11, 1848 and May 21, 1855. They are in four different books, which would mean ordering several more microfilms.

It may prove more cost effective after reviewing the additional records on the microfilms for me to do the research in Salt Lake City at the Family History Library or the Riverton Family Research?Library or the BYU Library Family Search Center. It is important to verify that the microfilms are available at the other two facilities, but each of them has large collections.

Well, it is time for me to wrap this up and go gaze at the snow falling outside. If weather conditions change your plans, doing genealogy is a very nice alternative. Here's hoping for a quick transition into spring.

Lethal Norovirus has become the second leading cause of death from gastroenteritis

ST. LOUIS, MO, March 21, 2012Twenty million Americans get sick from norovirus each year according to data released last week by the Centers for Disease Control (CDC). Often called vomiting illness, it can spread rapidly on cruise ships, and in dormitories and hospitals. Recent data from the CDC shows deaths from gastrointestinal infections have more than doubled and have become a particular threat to the elderly. The virus is shed in the stool of the infected individual, has a short incubation period and can spread quickly if proper hand washing and other measures are neglected.

While researchers say that vaccines for intestinal infections are among the most difficult to develop, a recent discovery may provide the critical information needed for success. "Sometimes atomic structure gives us clues on how viruses work and how to make better vaccines," said Dr. Thomas Smith, principal investigator, at The Donald Danforth Plant Science Center whose recent article, Structural Basis for Broad Detection of Genogroup II Noroviruses by a Monoclonal Antibody That Binds to a Site Occluded in the Viral Particle, in the Journal of Virology was selected by the editors as an, "Article of Significant Interest, sighting the extreme norovirus flexibility suggested by these results may allow for broad antibody recognition, a finding of potential vaccine significance."

Smith was part of a team of scientists lead by Dr. Peter D. Kwong, National Institute of Allergy and Infectious Diseases, National Institutes of Health (NIH). Their research demonstrated that the virus has a structure unlike that of other viruses in that is has protein "lollipop" like structures that likely gives it more flexibility in attaching to cells. There are four genera of this virus family, the Caliciviruses, with the Sapoviruses and Noroviruses being the major cause of severe gastroenteritis in humans.

Dr. Smith and his colleagues discovered that because of the "lollipop" structure, antibodies against the norovirus may be able to bind to the more conserved underside of this floppy structure. This suggests that the extreme flexibility of the norovirus particle may allow for antibody recognition of protected surfaces that might otherwise be buried on intact particles.

This information will give researchers more insight on how to manipulate complex viruses as well as to design and develop better drugs to treat the maladies they cause. Rotovirus, a member of a different viral family but also causes severe gastro intestinal distress primarily in children, is being well controlled by the recent development of a vaccine.

Review: Silent Hill: Downpour | Video Games, Reviews, Features ...

Silent Hill: Downpour is the eighth iteration of the venerable survival-horror franchise that began in the days of the original PlayStation. Since then, the development has passed to several different studios. Though the series? origins are firmly Japanese, the last two developers, Climax Studios and Double Helix games, were British and American, respectively. While their entries into the series were respected critically, hardcore Silent Hill fans were left a little disappointed at the abandonment of the series? eastern roots.?The Czech-based developer of Silent Hill: Downpour, Vatra Games, has attempted to return the series to its roots, and although there are a few key stumbling points, fans who found themselves disappointed by the previous entries will undoubtedly?find the title encouraging, if nothing else.

The Silent Hill series has wound its way through many protagonists, some genuinely interesting and relatable, others notably less so. This time around, inmate Murphy Pendleton is the man destined to enter America?s most haunted town. Pendleton is an inmate at Ryall State Corrections Facility, though what he was convicted for is not immediately evident. His arrival into Silent Hill is an unfortunate accident. During a prison transfer, the bus Pendleton is on crashes, and in his ensuing attempt to escape, he blunders blindly into Silent Hill. This moment is actually one of the weakest in an otherwise well-told story. During the first few hours, it?s hard to tell whether Murphy is actually a likable protagonist. Details about his past ? even the key detail of why he was imprisoned ? are held at arm?s length until several hours in.?The game?s opening sequence, in which Murphy kills a fellow prisoner, seemingly in cold blood, casts further doubt upon his believability as a Silent Hill protagonist. The style of horror the series uses is centered around the player feeling connected to the protagonist, and a convicted felon, especially one as murderous as Murphy initially seems, is hard to relate to. Once you enter Silent Hill, however, and the town begins to taunt Murphy with his own past, necessitating the game?s reveal of key details about his life, the story of Silent Hill: Downpour really finds its legs, and you find yourself finally getting invested. It simply takes a little too long to reach that point.

The town of Silent Hill has seen a few changes this time around. When you finally reach the town proper, after about two hours of gameplay, you find that Vatra Games has given it more of an open-world feel. You?ll discover, though, that this is a pseudo-open-world more than anything else, as there are numerous blockades and fractures in the road that stop you from roaming freely. The result is that the town is split into a few different sections, each larger than what is practical. You?ll find yourself wandering back and forth in each of these areas attempting to find the entrance to the building you need to get into. Or how to access the next area. Or even just what you?re supposed to do next. This isn?t helped by the game?s objective system, which is extremely broad and not at all helpful. ?Escape from Silent Hill,? is your main objective, but the journal doesn?t provide any further direction than that. This is most notable when you first enter the town, without any real idea of what you?re supposed to do. Vague marks on your maps will draw you to areas of interest, but there?s no indication as to why you should be drawn there. This means that the truly interesting portions of the game are broken up by random wanderings in which the titular rains become more annoying than anything. They make getting from one area of the map to the another more cumbersome than it should be, since once the rains come, the monsters of Silent Hill appear more frequently and are much more difficult to kill. ?When you finally get where you?re going, Silent Hill: Downpour has some extremely interesting moments. But the choice to make Silent Hill so large and provide so little direction means a lot of needless wandering as you try and figure out what you?re supposed to do next.

A Silent Hill game wouldn?t be a Silent Hill game if it didn?t feature clunky combat, and Downpour unfortunately excels all too well at this. Murphy can only carry two weapons ? one melee and one holstered ? with melee weapons degrading over time. In theory, this means that you?ll have to make do with what you can find on short notice. In practice, however, there are only a couple of melee weapons that are really worth carrying. Axes can break the boards off of boarded up doorways, and harpoons (which actually resemble overlong fire pokers) can hook onto ladders to pull them down into arm?s reach. This means that you?ll always want either one or the other in your hand. Weapons constantly spawn in the same locations, so as long as you?re outside, you get a pretty good feel for where the good weapons are.

Using these melee weapons for fighting is, as is the Silent Hill tradition, lacking. There?s no real visual feedback for smacking a Screamer with the broad side of your axe, so first and foremost, the combat is unsatisfying. Couple that with the lack of a lock-on function, and the fact Murphy will sometimes perform a 180 degree turn after you swing a weapon, and you find that fighting more than one enemy at a time is nearly impossible. On higher difficulties, even one enemy can be a task. They don?t always stagger when you hit them, and the breaks between their attacks are so short that you can?t employ a block-then-hit strategy, because while it stops damage, blocking doesn?t impede the monsters attacks in any other way. You often stagger when hit, though, so if you get struck while winding up for a swing, (which you will quite often), you?ll break off your attack, and probably take a few extra hits, too. Murphy?s clothes get bloody and he starts limping as he takes damage, which is a neat effect at first, but aside from that, there?s no indication of how much damage you?ve taken or how much more you can take before you die. To a certain degree, that?s understandable; it?s designed to create a feeling of tension in the combat, to really make it feel like you?re fighting for your life. But Downpour surpasses the realm of understandability and combat comes off feeling annoying and almost broken.

There are also a wealth of technical issues, the most egregious of which are frequent drops in the frame rate that sometimes devolve into an outright stutter, making the game hiccup as you walk up and down the streets of the town. The camera is also frequently a bother, especially when in combat, as it doesn?t seem to mesh well with the block mechanic. Problems like this are simply not acceptable in current generation gaming. Hardware is sufficiently powerful that frame rate issues are out and out laughable, and by now, third-person games have evolved to the point where problems with the camera are more than just a frustrating issue in the game, they?re an overt slap in the face.

When you?re not fighting or exploring, (or coping with some of the more overt technical flaws) though, Silent Hill: Downpour actually has some genuinely interesting moments.?The thick fog covering the town and the darkness and dilapidation of the buildings you explore do a wonderful job of creating an authentic Silent Hill atmosphere. Some of the moments that take place in the series? trademark ?dark world? can mess with your head, in addition to being appropriately creepy. There seems to be an abundance of cheap startles in some areas (wandering through a dark room only to have a pile of boxes clatter loudly to the ground, or wandering through a cavernous library only for a ceiling to collapse), but there are enough sufficiently creepy moments alongside them that it?doesn?t?feel like a cop-out. The soundtrack isn?t up to normal Silent Hill standards, which can be attributed to the loss of Akira Yamaoka, but composer Daniel Licht (of TV-series Dexter fame) does a fairly admirable job, considering the man he?s forced to follow. All the pieces are there, and when they click, they fit well, but there are just so many little things standing in the way.

When it embraces its origins, Silent Hill: Downpour hits the nail dead on the head, creating an engaging story, a creepy atmosphere, and throwing genuinely unsettling moments at the player, making it truly feel like a Silent Hill game. But in opening up the town of Silent Hill and not providing sufficient direction, a lot of time will be spent trying to figure out just where you?re supposed to go next, or how to get there. Couple that with the traditional problems of the Silent Hill franchise ? poor camera and clunky combat ? slightly worse than previous titles, and Downpour falls to the level of average. Long-time fans of the series will undoubtedly be pleased with some of the choices made by the developer, (monster designs have been toned back, the horror elements are more subtle than those found in Homecoming, and Murphy?isn?t?given a support character to wander around with), but the game?s problems simply make it hard to recommend this to anyone who isn?t already a fan of the series.

UK lawmakers: Prepare for loss of global influence

LONDON (AP) ? Britain can no longer ignore that its influence on the world is shrinking amid the rise of developing nations, a panel of senior lawmakers said Thursday in a sharply critical report.

The group also said Britain should prepare for looser ties with the United States as the U.S. shifts its focus from western Europe.

Parliament's Joint Committee on National Security Strategy, which includes an ex-head of the domestic MI5 spy agency, Eliza Manningham-Buller, rebuked Prime Minister David Cameron's government over its failure to accept that the nation's power is in decline as austerity measures trim the nation's military and dent diplomatic ranks.

Britain's national security strategy, published in October 2010, insisted that the U.K. would maintain its position as a major world power, despite budget constraints and the shift of economic might from the West to the developing world.

"This is wholly unrealistic in the medium to long term and the U.K. needs to plan for a changing, and more partnership dependent, role in the world," the committee said it its report.

Cameron is making spending cuts worth about 103 billion pounds ($162 billion) through 2017 aimed at slashing Britain's budget deficit, including an 8 percent reduction to its annual 37 billion pound ($58.8 billion) defense budget over four years.

The panel of House of Commons and House of Lords members also urged Cameron to "reflect deeply on the long term implications" of the U.S. turning its attention away from Europe.

President Barack Obama has announced plans to shift the U.S. military's focus back to the Asia-Pacific region following the winding down of operations in Iraq and Afghanistan.

Cameron will hold talks with Obama in Washington next week on the planned drawdown of troops from Afghanistan and the end of the international mission there in 2014.

"If the U.S. is moving its focus eastwards, there is the possibility it will become involved in conflicts in which the U.K. has little direct interest," the report said. "Conversely, the U.S. may be less interested in situations involving U.K. interests."

Committee Chairman Margaret Beckett, a former foreign secretary, said Britain must decide what "sort of country we want the U.K. to be in future and whether our ambitions are realistic."

She criticized the government's latest strategy as flawed. "A good strategy is realistic, is clear on the big questions, and guides choices. This one does not," Beckett said.

The panel also criticized Britain's national security council for failing to consider in detail the possible risks to the U.K. which would be posed by a full ? or partial ? collapse of the eurozone.

"It also needs to examine the long term strategic impact for the U.K. of any measures to save the euro, such as further eurozone political integration or the exit of some states from EU membership," the panel said.

Britain's government has insisted it has carried out contingency planning, and held discussions with businesses, over a possible eurozone collapse.
